David T. Driscoll

David Thomas Driscoll, 71 of Rochester passed away on Friday, August 07, 2015 at Diamond Rehab in Cannon Falls, MN.

Dave was born on February 17, 1944 in LaCrosse, Wisconsin to Thomas and Camille Driscoll. He graduated from Aquinas High School in LaCrosse WI, in 1962. Dave married Phyllis Dunne in 1967. They had four children and were later divorced. In 1963, he attended Brown Institute of Broadcasting in Minneapolis, MN. He was a radio personality for various radio stations in the LaCrosse and Rochester area into the 1970’s. In 1983, he became the Emergency Manager for Olmsted County, retiring in 2005 after over 22 years. Dave married Pamela Ross in 1989 in Byron, MN. Dave was a Ham Radio operator and was very interested in the weather. He was a die-hard Green Bay Packer fan, and enjoyed bowling and camping.

Dave is survived by his wife Pamela of Rochester, his children David Driscoll of the Minneapolis, Brian (Laura) Driscoll of Lake Forest, IL, Tom (Emily) Driscoll of the Minneapolis, Jill (Curt) Marceille of Evergreen Park, IL, his step-son Shane Clausen of Rochester, two grandchildren Elizabeth and Gabriella Marceille.

He is preceded in death by his parents and his grandparents.

A funeral service for Dave will be held at 11:00AM on Tuesday, August 11, 2015 in the River Park Chapel at Macken Funeral Home. Visitation will be held one hour prior to the service. Burial will be in Grandview Memorial Gardens Cemetery Rochester.

I was surprised to hear of Dave's passing this morning.  And unfortunately I will be unable to attend tomorrow's celebration of Dave's life and service to Olmsted County.  Dave was the voice we listened to as weather became challenging in my early years as a patrol deputy and grew to learn that Dave had built an incredible severe weather warning system.  As the Olmsted County Emergency Manager from 2009 - 2014 there were Dave "Carr" imprints on everything we did in the Office of Emergency Management.  The Severe Weather Warning System is second to none in SE Minnesota and likely the entire State.  As a passionate Ham Radio Operator the use of our Ham's is also an added benefit as these folks volunteer to assist in warning and detecting the terrible storms that can occur here in Olmsted County.  Thank you Dave for your service to the United States of America, State of Minnesota and Olmsted County.  God Bless.

As you know, Dave was instrumental in the outstanding organization and coordination of weather spotters and related communication across southeast Minnesota.  This was especially important to us during the Modernization era of the NWS back in the 1990s.  Much of what Dave instrumented is still being used today and copied as an example.  Dave was also the ONLY two time winner of the Association of Minnesota Emergency Managers "Joe Strub" award that is presented by the NWS.  Dave also followed through to have every community in Olmsted County become StormReady, along with a full county designation that followed.


Citizens of southeast Minnesota, especially in Olmsted County, may not be aware of how much Dave did for weather monitoring and safety.  From a NWS point of view, he was a great and valuable partner that is still part of our success today.

Pam and the kids, I send my sincerest condolences.  I worked with Dave for about 3 years as the Public Information Office in the 80's, and enjoy it very much.  Dave's knowledge of weather systems was vast, and he taught me so much about storm systems, etc.  I also enjoyed talking with him on the ham radio now and then.


Please know that he was a much-liked radio personality; a well respected leader in Emergency Management; and to those who knew him, a good friend.  May you find comfort in this over the next days, weeks, and months.
